Lake Jackson Shores Wastewater Collection and Transmission System Improvements

In response to an FDEP mandate, the City of Sebring was required to remove/relocate sewer lines and force mains that served approximately 140 residences from the Lake Jackson Shores subdivision, adjacent residential areas, and the Lakeview Towers Condominiums from the sovereign limits of Lake Jackson to an upland location. These vitrified clay and ductile iron lines, which became visible during dry weather conditions in 2000, were apparently installed within the lake in 1972 without a permit from the FDEP. The scope of improvements that were constructed as part of this Project included: – Rehabilitation/relocation of 2,500 linear feet of 8-inch sewer lines; – Installing new sewer services to all affected residences; – Removal of 2,500 lineal feet of 8-inch vitrified clay sewer lines and 2,500 lineal feet of 8-inch ductile iron force main from the limits of Lake Jackson; – Rehabilitating two duplex master pumping stations; and – Installing one new duplex master pumping station. Envisors provided preliminary design, final design, permitting, bidding, and construction administration services for this Project. During the preliminary design, three layout options were identified, reviewed with the City and affected residents at public hearings. These options were also presented to the FDEP in a Facilities Report to comply with State Revolving Fund (SRF) loan requirements. Final design services included preparing construction plans, technical specifications, and bidding documents. Envisors prepared, submitted, and processed all necessary permit approvals and numerous easement legal descriptions for this Project. Necessary permits included FDOT right-of-way use, FDEP sovereign lands, and FDEP wastewater construction permits. Envisors assisted the City with bid solicitation and contractor evaluation/selection. Envisors provided complete construction contract administration, SRF loan administration, and resident construction observation services. All preliminary engineering, final design, permitting, and construction services were successfully completed and the owner has beneficial use of the facilities.
