Steve has more than 26 years of engineering design, construction management and project management experience including over 14 years of public sector experience in Utilities, Transportation, and Solid Waste. Specific areas of his experience and expertise encompass: Land Development; Environmental Impact Analyses; Water and Wastewater Treatment; Wastewater Collection and Water Distribution; Solid Waste Management; and Construction Management and Inspection.
Beth L. Evans, AICP, CFEA, LEP
In the area of private sector land development and public sector work, Beth serves as Project Director, beginning with initial client contact and continuing through scope of work and schedule development, management of the work, coordination with all regulatory agencies, and coordination with the client. Her special expertise is in the management of projects that require diverse consulting disciplines to successfully achieve the client's objectives.

Steve's specific areas of design, permitting, and construction expertise include: Utility Master Planning; Wastewater Collection, Treatment, Disposal, and Reuse; Monitoring and Potable Water Wells; Municipal Water Use Permitting with SWFWMD; Municipal Water Conservation Plans; Groundwater Monitoring Plans; Water and Wastewater Hydraulic Modeling; Aquifer Hydrogeologic Modeling; Aquifer Pumping Test and Data Reduction; Remediation of Groundwater and Soil Contamination; and Water Treatment, Pumping, Distribution, and Storage.
Kriss Y. Kaye, P.E.
Kriss has been involved in many land development projects throughout Polk, Hardee, and Highlands counties. His contribution to these projects include performing the civil/environmental engineering, design, permitting, project observation, construction administration, and certification work. Kriss has performed numerous hydrologic modeling studies and concurrent design and permitting tasks for private developers and municipalities, enabling them to proceed with development while protecting the State's waters. Kriss has prepared more than 100 Environmental Resource Permit (SWFWMD, SFWMD, SJRWMD and FDEP) applications and has been the lead design and project engineer in infrastructure improvements with overall project costs exceeding 35 million dollars. Kriss has a broad-based engineering background with experience in the design and permitting of stormwater management systems, Environmental Resource Permitting, floodplain analysis; FEMA flood map revisions, NPDES permitting, petroleum-contaminated cleanups, American Disabilities Act, effluent reuse, landfill expansions, wastewater treatment, and water and sanitary sewer distribution systems. Kriss' areas of interest and work are concentrated in his research experience associated with watershed modeling, floodplain analysis, and stormwater runoff retention/detention systems.
